摘要
目的旨在提出陕西省重大灾害事故应急医学救援队建设意见建议,完善丰富陕西省应急医学救援体系,保障人民生命财产安全,维护社会和谐稳定。方法分析陕西省重大灾害事故应急医学救援特点,回顾陕西省历年重大灾害事故发生情况,调查陕西省应急医学救援基本潜力,为队伍建设提供理论支撑。结果近15年来,陕西省发生重大事故灾害6起,公共卫生事件221起,伤亡1481人,有国家紧急医学救援队伍1支、省级卫生应急队伍9支,专业队员230余名,省级卫生应急专家300余名参与救援工作。然而,陕西省应急医学救援队建设存在着应急医学救援制度尚待完善、应急医学救援力量尚待加强、应急医学救援装备物资储备不足、应急医学救援队伍素质有待提升等方面的问题。结论提出了加强组织领导、完善法规预案、研发专项装备器材、加强专业培训等方面意见建议。
Objective To put forward suggestions on the construction of emergency medical rescue team for major disaster accidents in Shanxi Province,so as to supplement the provincial system,safeguard people's lives and property,and maintain social harmony and stability.Methods The major disaster accidents that occurred in Shanxi Province were reviewed,for which the characteristics of emergency medical rescue were analyzed.The fundamental rescue potential was investigated in order to provide theoretical foundation for team construction.Results Over the past 15 years,Shanxi Province has seen six major accident disasters and 221 public health incidents,causing 1,481 casualties.During the period,there were one national emergency medical rescue team,nine provincial health emergency teams,over 230 professional team members,and more than 300 provincial health emergency experts participating in the rescue work.However,problems were seen in incomplete system,understrength force,insufficient equipment and unsatisfied team quality of the emergency medical rescue.Conclusion Suggestions on reinforcing organizational leadership,improving regulatory and contingency plans,developing dedicated equipment and strengthening professional training were put forward.
