摘要
在推进医疗体制改革的过程之中新医保制度在我国实现了快速的发展,国家结合目前的经济发展状况,直接取消公立医院药品加成政策,在这样的现实背景下,公立医院所面临的外部环境产生了明显的变动,内部的收入结构也有所调整。因此,许多医院开始主动调整自身的发展模式,积极加强对资金管理工作的改进以及优化,着眼于目前资金管理工作所存在的各类问题实现成本的有效控制,保障自身获得更多的利润空间。管理层采取不同的手段,切实提升自身的医疗服务价格,将运行成本控制在有效的范围之内,以此来有效规避各类外部环境变动所带来的负面影响。但是从宏观的角度上来看,新医保制度的实施使得医院的内部管理以及监督体系越来越严格,支付方式也产生了明显的变动。在回收资金时,许多公立医院面临着诸多的挑战以及困难,因此资金短缺问题时有发生。医院需要注重理论分析与实践研究之间的结合,加强对资金管理工作的投入及支持力度,了解各类问题产生的实质原因,进而采取针对性的解决对策。
In the process of advancing the reform of the medical system,the new medical insurance system has achieved rapid development in our country.China has directly cancelled the drug mark-up policy of public hospitals in accordance with the current economic development.Under such a realistic background,public hospitals are facing a significantly changed external environment,and the internal income structure has also been adjusted.Therefore,many hospitals have begun to actively adjust their own development models,actively strengthen the improvement and optimization of fund management,and focus on the various problems in current fund management to achieve effective cost control and ensure that they can obtain more profit margins.The management level adopts different methods to effectively increase the price of its own medical services,and control the operating costs within an effective range,so as to effectively avoid the negative impact of various changes in the external environment.However,from a macro perspective,the implementation of the new medical insurance system has made the hospital's internal management and supervision system more and more stringent,and the payment method has also undergone significant changes.Many public hospitals are faced with many challenges and difficulties when recovering funds,so the problem of shortage of funds occurs from time to time.Hospitals need to focus on the combination of theoretical analysis and practical research,strengthen investment and support for fund management,understand the substantial causes of various problems,and take targeted solutions.
