摘要
城市防灾绿地可为应急医疗设施提供建设场地。对各种类型的城市绿地比较发现,郊野公园与应急医疗设施选址条件契合度较高。基于后者的选址要求,利用德尔斐法和层次分析法,通过对郊野公园的类型、建设规模、空间破碎度、离水源地距离、所处风向、离城市距离、地下水埋深、交通时长等八项影响因子的量化,对北京市二道绿隔范围内的58座郊野公园进行综合比较。结果显示,58座郊野公园的优劣程度呈倒“U”型分布,其中丹青圃公园的综合得分最高,各项影响因子得分分布最为均衡,兼顾安全性、可拓展性、康复性、便捷性、防污染、便隔离等特征,可首选作为应急医疗设施建设目标地。此外太平郊野公园、东坝郊野公园、常营公园综合得分较高,可作为应急预案备选目标地。评分结果反向论证了该评价方法严度较高,区分度显著,效度与各影响因子权重赋值呈现出高度一致性,鉴于不同地区地境各异,可因地制宜调整影响因子权重赋值,以有效利用既有条件、规避不利因素。
Urban disaster prevention green space can provide construction sites for emergency medical facilities.Compared with various types of urban green space,it is found that the country park and emergency medical facilities match better in terms of site conditions.Based on the requirement of the latter′s location,using Delphi method and analytic hierarchy process(AHP),eight factors such as the type of country parks,construction scale,space fragmentation,distance from water,wind direction and distance from city,groundwater depth,were studied upon 58 country parks in Beijing within the scope of the insulation.The results showed that 58 country parks showed an inverted"U"shaped distribution,among which Danqingpu Park had the highest comprehensive score and the most balanced distribution of impact factors.Taking into consideration the characteristics of safety,extensibility,rehabilitation,convenience,pollution prevention and easy isolation,it could be the best choice for the construction of emergency medical facilities.In addition,Taiping Country Park,Dongba Country Park and Changying Park have high comprehensive scores and can be used as alternative targets for the emergency response plan.The evaluation results demonstrate that this evaluation method has a high degree of rigor and a significant degree of differentiation.The validity of the evaluation method is highly consistent with the weight assignment of impact factors.Considering the different geographical conditions in different regions,the weight assignment of impact factors can be adjusted according to local conditions to effectively utilize existing conditions and avoid adverse factors.
