摘要
本文分析了党的十八大以来我国农民收入增长形势及其主要特点,揭示了当前我国农民增收面临的主要困难和问题,提出立足新发展阶段促进农民增收的对策选择。即推进经济高质量发展,坚持经济发展就业导向并创新经济治理方式;加强对西部地区、粮食主产区特别是东北地区的财政支持,完善小微企业、民营经济发展的产业生态和创新创业生态;以粮食主产区、重要农产品生产保护区、特色农产品优势区为重点,加强对农业农村基础设施建设和农业生产性服务业发展的支持;落实完善乡村产业发展支持政策,同等优先加强对乡村企业发展的支持;完善农产品价格形成机制,优化农产品市场调控方式;全面促进农村改革深化和城乡联动发展,加强农业农村劳动力培训体系和服务能力建设。
This paper analyzes the situation and main characteristics of the income growth of farmers in China since the 18th National Congress of the Communist Party of China,reveals the main difficulties and problems faced by farmers in increasing income,and proposes countermeasures to promote farmers income in the new development stage.That is to promote high-quality economic development,adhere to the employment orientation of economic development,and innovate economic governance methods:It is necessary to strengthen financial support to the western region and the main grain production areas,especially the northeast region,and improve the industrial ecology and innovation and entrepreneurship ecology for the development of small and micro enterprises and the private economy:It is necessary to focus on the main grain production areas,important agricultural production protection areas,and special agricultural products advantage areas,and strengthen support for the construction of agricultural and rural infrastructure and the development of agricultural productive services:Still it is necessary to implement and improve support policies for the development of rural industries,and give equal priority to strengthening support for the development of rural enterprises;improve the price formation mechanism of agricultural products and optimize the regulation and control of agricultural products markets.Finally,it is necessary to comprehensively promote the deepening of rural reforms and coordinated development between urban and rural areas,and strengthen the training system and service capacity building for agricultural and rural labor.
