摘要
在东莞社会经济发展水平不断快速提升的背景下,东莞实行的“市直管镇”体制受到普遍关注。从制度激励的视角,探究东莞小城镇快速发展背后的制度动因。在以东莞中心镇为研究对象的前提下,通过长安镇的个案研究,揭示出东莞特有的“市-镇”体制所构筑的财政收入权、土地发展权和行政审批权的制度激励体系是东莞小城镇取得良好发展绩效的制度动因。基于此结论,完善“市-镇”体制之下的制度激励体系,并以此深化“强镇扩权”的顶层制度设计,将是东莞经济社会取得更大发展的可选路径。
With the rapid social and economic development in Dongguan,the system of“directly administrating the town by the city”implemented in Dongguan has attracted widespread attention.From the perspective of institutional incentive,this paper explores the institutional motivation behind it.Under the premise of taking the central town,Chang’an Town,as a research object,the case study reveals that the incentive system of financial revenue right,land development right and administrative examination and approval power established by Dongguan’s unique city-town system is the institutional reason that drives the town to make progress in development.Based on this conclusion,continuously improving the incentive system under the“city-town”system and deepening the top-level system design of“strengthening the power of the town”will be the alternative path for better economic development in Dongguan.
