摘要
近年来,在《全国基础测绘中长期规划纲要(2015-2030)年》、2020年全国测绘工作会议等政府文件和会议报道中,明确提出了构建新型基础测绘体系的目标和任务,基础测绘体系转型升级势在必行。随着自然资源部批复的全国首个新型基础测绘体系建设试点城市——武汉市的不断探索和实践,对新型基础测绘体系建设有了更深刻的认识和体会。本文主要围绕新型基础测绘体系建设的特点、必要性、目标要求、建设思路、实施路由进行思考和阐述,并提出了相关的建议。
In recent years,government documents and conference reports such as《The Outline of the Medium and Long Term Plan of National Fundamental Surveying and Mapping(2015-2030)》and the 2020 national surveying and mapping work conference,the objectives and tasks of building new fundamental surveying and mapping system are clearly proposed,and the transformation and upgrading of the fundamental surveying and mapping system is imperative.With the continuous exploration and practice of Wuhan,which is the first pilot city approved by the ministry of natural resources in China for the construction of new fundamental surveying and mapping system,has a deeper understanding and experience.This paper mainly focuses on the characteristics,necessity,target requirements,construction ideas and implementation routes of the new fundamental surveying and mapping system construction,and puts forward some relevant suggestions.
