摘要
数据是新的生产要素,运用数据思维进行乡村治理是必然趋势,数据治理是乡村治理现代化的重要手段。乡村数据治理这一新理念存在着思想意识不到位、制度权责不明确、基础数据不规范、技术力量不到位等诸多问题,导致大量乡村数据价值难以释放。本研究从乡村数据治理问题入手,从“战略-实施-需求-技术”四个维度对问题进行深度探究;通过建立组织架构,明确治理人员、角色功能、职能职责,从而构建包含数据规划管理、数据集成管理、数据稽查管理、数据清洗融合及数据质量管理的全生命周期乡村数据治理体系。研究表明,乡村数据治理需求是准绳,部门建设是基本,人才引进是保障,新技术运用是突破口。
Data is a new factor of production.It is an inevitable trend to use data thinking in rural governance.Data governance is an important means of rural governance modernization.There are many problems in rural data governance as a new philosophy,such as lack of deep understanding,unclear systems of rights and responsibilities,non-standard basic data,and inadequate technical force.These problems make it difficult to release the value of a large number of rural data.This study starts from the problem of rural data governance.The four dimensions of“strategy-implementation-demand-technology”are used to explore the problems in an in-depth way.By estab⁃lishing organizational structure,specifying managers,roles and functions and duties,a full life-cycle rural data gov⁃ernance system is built including data planning management,data integration management,data inspection manage⁃ment,data cleaning integration and data quality management.The study shows that rural data governance demand is the criterion,department building is the basic,talent introduction is the guarantee,and new technology application is the breakthrough.
