摘要
长江经济带是我国“三大支撑带”之一,其碳减排目标实现对我国生态文明建设具有重要意义。文章以长江经济带的11个省份作为研究对象,构建包含经济发展能力、科技发展能力、碳汇能力、能源消耗与碳排放能力、社会发展能力5个准则层的低碳能力综合评价指标体系,结合TOPSIS模型对2005年、2010年、2017年的样本数据进行碳减排能力测度,并利用障碍因子诊断法计算了不同省份的碳减排障碍度,并运用四象限矩阵法探讨不同类型省份的碳减排路径,提出有针对性的碳减排政策建议,以期为长江经济带低碳经济发展提供参考。
The Yangtze River Economic Belt is one of China’s“three major supporting belts”.The achievement of its carbon emission reduction targets is of great significance to the construction of China’s ecological civilization.We takes 11 provinces and municipalities in the Yangtze River Economic Belt as the research object,and constructs a comprehensive evaluation index system for low-carbon capacity including five criterion levels:economic development capacity,technological development capacity,carbon sink capacity,energy consumption and carbon emission capacity,and social development capacity.Combined with the TOPSIS model,this paper measures the carbon emission reduction capacity of the sample data in 2005,2010 and 2017,and calculates the barriers to carbon emission reduction in different provinces and municipalities using the obstacle factor diagnosis method,and uses the four-quadrant matrix method to explore the different types of provinces and municipalities.The carbon emission reduction path has proposed targeted carbon emission reduction policy recommendations in order to provide a reference for the low-carbon economic development of the Yangtze River Economic Belt.
