摘要
国外农业保险成功运行的模式有以美国为代表的政府主导模式,以法国为代表的民办公助模式,以日本为代表的互助合作模式,以及以印度为代表的发展中国家重点承保模式。国内近几年农业保险相对成功的运行模式有“兵团”模式、“安信”模式和“共保体”模式。国外经验对中国农业保险的健康发展有如下启示:强调农险立法工作,注重法律法规建设;不断总结试点经验,动态调整经营模式;加大农险财政补贴,增强政府扶持力度;构建再保险机制,转移分散经营风险;探索农险创新体系,培养农险专业人才。
The successful operation of foreign agricultural insurance includes the government leading model represented by the United States,the private public assistance model represented by France,the mutual assistance and cooperation mode represented by Japan,and the key underwriting mode of developing countries represented by India.In recent years,the relatively successful operation modes of agricultural insurance in China include"corps"mode,ansin mode and"co-insurance body"mode.The foreign experience has the following enlightenment for the healthy development of China's agricultural insurance:Firstly,emphasizing the legislative work of agricultural insurance and paying attention to the construction of laws and regulations;Secondly,constantly summarizing the pilot experience and dynamically adjusting the operation mode;Thirdly,increasing the financial subsidies of agricultural insurance and strengthening the government support;Fourthly,constructing reinsurance mechanism and transferring the scattered operation risks;Finally,exploring the innovation system of agricultural insurance and cultivating the professional talents of agricultural insurance.
