摘要
城市是经济社会发展的重要载体,科学测度城市的绿色高质量发展水平对于推进国家高质量发展具有重大而紧迫的现实意义。本文将环境投入产出分析与数据包络分析相结合,构建了包含二氧化碳、氨氮和氮氧化物三类主要环境负荷的城市全产业部门生态效率评价模型,并以厦门市为例开展实证研究。研究表明,生产视角下,厦门市24个产业部门中“电力、热力的生产和供应业”“农业”“交通运输、仓储和邮政业”分别是最大的二氧化碳、氨氮和氮氧化物排放部门;消费视角下,“农业”的氨氮排放量最高,“通信设备、计算机和其他电子设备业”的二氧化碳和氮氧化物排放量最高。厦门市24个部门在生产和消费视角下的生态效率均值分别为0.54和0.51,其中第一产业的生态效率最高,第二产业的生态效率最低,第三产业在生产视角下的生态效率高于消费视角。建议综合生产与消费视角的分析结果,统筹推进重点产业部门减污降碳,持续推动产业结构优化升级和生态效率提升,促进城市绿色高质量发展。
Cities are the basis for achieving socio-economic development,therefore scientific measurement of urban green high-quality development is of practical significance to ensure national high-quality development.This paper evaluated the eco-efficiency of urban industrial sectors associated with carbon dioxide,ammonia nitrogen and nitrogen oxide by integrating environmentally extended input-output analysis and data envelopment analysis.Our empirical study showed that among all the 24 industrial sectors in Xiamen,electric and heating power production and supply sector,agriculture sector and transport,storage and post sector had the largest emissions of carbon dioxide,ammonia nitrogen and nitrogen oxide from the production-based perspective,respectively.From a consumption-based perspective,the largest emissions of ammonia nitrogen came from the agriculture sector,while the largest emissions of carbon dioxide and nitrogen oxide came from the electronic and telecommunication equipment sector.Xiamen’s average eco-efficiency was estimated at 0.54 and 0.51 from the perspectives of production and consumption,respectively.The highest and lowest eco-efficiency was found in the primary and secondary industries,respectively.Tertiary industry had higher eco-efficiency from the production-based perspective than the consumption-based perspective.We suggest integrating the production and consumption-based perspectives to identify key industrial sectors that have large potential to reduce carbon and pollutant emissions and improve eco-efficiency.It is also necessary to continuously upgrade industrial structure towards green high-quality development.
