摘要
空间配置合理是养老服务设施建设的重要原则,北京作为首都和标杆城市,其养老服务设施空间布局受到政府和学界高度关注。通过梳理文献发现,评价养老服务设施空间布局合理性的维度主要包括均衡性、公平性和可达性。市场供需和政策制定是影响养老服务设施空间布局的重要因素。基于此,优化养老服务设施空间布局的可能途径:一是加强政策引导,均衡空间分布;二是内部提质增效,优化服务质量;三是打破行政壁垒,实现资源共享。此外,归纳了既有研究不足和未来研究方向,进一步提出可考虑将养老服务设施空间布局的动态监测结果作为政策评估依据,更好地应用在养老服务设施规划的制定、实施和管理中。
Reasonable spatial allocation is an important principle for the construction of pension service facilities.As the capital city and benchmark city,Beijing’s spatial layout of pension service facilities is highly concerned by the government and academia.It is found through combing the literature that the dimensions of evaluating the rationality of the spatial layout of pension service facilities mainly include equilibrium,fairness and accessibility.Market supply and demand and policy-making are important factors affecting the spatial layout of pension service facilities.Based on these findings,the possible ways to optimize the spatial layout of pension service facilities are:a.strengthening policy guidance and balancing the spatial distribution;b.improving internal quality and efficiency and optimizing service quality;and c.breaking administrative barriers and realizing resource sharing.In addition,the dynamic monitoring results of the spatial layout of pension service facilities can be used as the basis for policy evaluation,which can be better applied in the formulation,implementation and management of pension service facilities planning.
