摘要
构建符合高质量绿色发展要求的产业体系,是促进我国经济社会全面绿色转型的重要着力点。相较于产业体系,现代生态产业体系具有"低碳循环高效、科创融合集聚"的绿色化、生态化和现代化特征。可以从产业空间、产业组织和产业技术等层面,建构"空间—组织—技术"三维逻辑框架,有侧重地推动"现行产业体系"转型至"现代生态产业体系"。必须坚持以空间协同、产业协同和要素协同为核心的"三维协同"策略,充分发挥空间规划、链接和治理的"生态集聚"效应,产业生态化和生态产业化的"互促融合"效应以及科技、金融和人力资源的"协同配置"效应,建构足以支撑我国全面绿色转型的现代生态产业体系新格局。
Building an industrial system that meets the requirements of high-quality green development is an important focus of promoting the overall green transformation of our country’s economy and society.Compared with the modern industrial system,the modern eco-industrial system inherits and emerges with the green,ecological and modern characteristics of“low carbon,recyclable and high efficiency,scientific innovation,integration and agglomeration”.We attempt to construct a three-dimensional logical framework of“space-organization-technology”from the dimensions of industrial space,industrial organization,and industrial technology,and then focus on promoting the transformation of the“current industrial system”to“modern eco-industrial system”.This paper insists on the“three-dimensional coordination”strategy characterized by spatial coordination,industrial coordination,and element coordination,and gives full play to the“ecological agglomeration”effect of spatial planning,linking and governance,the“mutual promotion and integration”of industrial ecologicalization and ecological industrialization,and the“coordinated allocation”of technology,finance and human resources.This will construct and form a new pattern of modern ecological industrial system,which supports our country's comprehensive green transformation.
