摘要
目的随着我国经济发展模式的不断转型升级和医疗改革的深入,对医院财务管理的要求越来越高,尤其是医院科研经费管理方面。合理的筹集和配置有限资源,可以提高市场化环境中医院的经济效益。方法通过汇总和分析目前科研经费支出中传统试剂耗材和测试分析采购中存在的问题,创建一站式的采购平台并出台相应管理和报销制度。结果通过创新性采购平台整体方案的实施,优化了科研经费支出的审批、验收和结算流程,从原来10天的报销时限缩短至3天,在有效降低7.8%的采购成本的前提下,有效推进科研经费全流程管控的管理制度和工作机制,课题组成员满意度提升至91%,进一步延伸了科研合作模式。结论通过构建医院一站式管理平台,可有效降低医院的采购成本和管理成本,进一步提升医院管理部门的工作效率。
Objective With the continuous transformation and upgrading of Chinese economic development model and the deepening of medical reform,the requirements for hospital financial management are getting higher and higher,especially in the management of hospital scientific research funds.Reasonable raising and allocation of limited resources can improve the economic benefits of traditional Chinese medicine hospitals in the market-oriented environment.Methods By summarizing and analyzing the problems existing in the traditional reagents consumables and testing analysis in the current expenditure of scientific research,a one-stop procurement platform was established and the corresponding management and reimbursement system were introduced.Results Through the implementation of innovative procurement platform overall plan,the approval,acceptance and settlement process of scientific research expenditure was optimized,from the original 10 d of reimbursement duration reduced to 3 d.Under the premise of effectively reducing the procurement cost by 7.8%,the management system and working mechanism of the whole process control of scientific research expenditure were effectively promoted,and the satisfaction of the members of the research group was increased to 91%,further extending the scientific research cooperation model.Conclusion By constructing the one-stop management platform of the hospital,the procurement cost and management cost of the hospital can be effectively reduced,and the work efficiency of the hospital management department can be further improved.
