摘要
基于手工收集的105份雾霾防治政策文件,在以发布时间为研究角度对105份政策文件进行梳理的基础上,通过扎根理论对雾霾防治政策进行编码分析并初步描绘雾霾防治政策体系,后以共词分析方法研究雾霾防治政策体系结构特征。研究发现:雾霾防治政策按发布年度可分为三个阶段;雾霾防治政策体系由价值理念、创新优化、管理实施、保障约束四方面组成;雾霾防治政策体系结构整体可分为政策目的、治理手段与实施对象三部分。
Based on 105 haze prevention and control policy documents collected,this paper sorts out 105 policy documents from the perspective of publication time,and use the grounded theory to code and analyze haze prevention and control policies and preliminarily describe the haze prevention and control policy system.Later,this paper uses the co-word analysis method to study the structural characteristics of the haze control policy system.This paper found that the smog prevention and control policies can be divided into three stages according to the release year.The smog prevention and control policy system consists of four aspects:value concept,innovation and optimization,management implementation,and guarantee constraints.The overall structure of the haze prevention and control policy system can be divided into three sectors:policy objectives,governance methods,and implementation targets.
