摘要
[目的/意义]非传统安全威胁下网络舆情传播打破了网络空间生态均衡,甚至会造成社会混乱,成为推进国家治理体系和治理能力现代化亟待解决的重要问题。[方法/过程]通过挖掘非传统安全威胁下网络群体集聚特征刻画舆情扩散图谱,并基于系统论思想阐释网络舆情涌现生成逻辑,进而揭示出网络舆情跨时空演化机理,提出多主体协作治理路径。[结果/结论]非传统安全威胁下网络舆情涌现扩散受到事件、主体、环境多种因素相互作用影响;在时效性、根植性、不均衡性、异化效应影响下呈现阶段演化、空间集聚、等级扩散、话题衍生等跨时空群体集聚演化态势;应充分发挥政府、媒体、智库以及公众多主体功能优势,实现网络舆情“棱锥型”治理,不断推进国家治理体系和治理能力现代化建设。
[Purpose/significance]The public opinion propagation under non-traditional security threats breaks the ecological balance of cyberspace,and even causes social chaos.It is an important issue that needs to be resolved to promote the modernization of national governance system and governance capacity.[Method/process]First of all,we explore the characteristics of network group aggregation under non-traditional security threats,and describe the spreading map of network public opinion.Secondly,based on the system theory,the spreading generation logic of network public opinion is explained.Thirdly,the evolution mechanism of temporal and spatial mutation is revealed.Lastly,multi-agent collaborative governance path is proposed.[Result/conclusion]The emergence and propagation of public opinion under non-traditional security threats is influenced by the interaction of multiple factors,such as events,subjects and environments.Besides,with the influence of timeliness,embeddedness,imbalance and alienation,it presents a cross-temporal evolution situation such as phase evolution,spatial agglomeration,hierarchical diffusion,topic derivation.Moreover,we should give full play to the advantages of government,media,think tanks and the public to realize“pyramid”governance.It is important for promoting the modernization of national governance system and governance capacity.
