摘要
目的:分析社区医联体建设现状,为未来医联体建设提供参考。方法:介绍北京朝阳区东部医联体建设的基本情况和具体帮扶措施,运用DEA对医联体内12所社区卫生服务中心的服务效率进行评价,基于深度访谈对结果进行分析和讨论。结果:3年内12所社区卫生服务中心的服务效率均值由0.752上升至0.883,各机构效率水平存在差距。结论:社区医联体建设初显成效,但仍存在人才队伍建设不完善、信息共享困难、缺乏特色科室建设等一系列问题,需加强人才队伍建设、信息化平台建设、学科品牌建设,提升社区医疗卫生服务能力、服务水平和服务效率。
Objective:Analysis of the current situation of community medical cluster to provide reference for the future construction of medical cluster.Method:This paper introduces the basic situation and specific support measures of the construction of eastern medical cluster in Chaoyang District,evaluates the service efficiency of 12 community health service centers in the consortium from 2016 to 2019 with DEA,and analyzes and discusses the results based on in-depth interviews.Result:Within three years,the average service efficiency of the 12 community health service centers rose from 0.752 to 0.883,but there was a gap between the efficiency levels of each institution.Conclusion:The construction of community medical cluster has made some initial achievements,but there are still a series of problems,such as imperfect talent team construction,information sharing difficulties,lack of characteristic department construction,etc.It is necessary to strengthen the construction of talent team,information platform construction,discipline brand construction,and improve the community medical and health service ability,service level and service efficiency.
