摘要
习近平法治思想中的依规治党理念有其特定的形成背景与时代条件,其回答了“治国”“治党”过程的中国式问题。把握依规治党理念的理论要点可以从价值要素、主体要素、客体要素和方式要素入手,以回答“为何治”“谁来治”“治什么”“如何治”的问题;宏观上配合国家治理体系和治理能力现代化在党内的要求,拓宽巩固党的执政基础,解决好用制度管权管事管人的问题,并在主旨(党的集中统一领导)、依据(党章的基础地位)、过程(民主集中制的强化适用)、保障(完善党内法规体系)等方面取得进一步突破。在此基础上,实现对依法治国与依规治党相统一、依规治党与以德治党相统一两个目标的长期遵循,彰显依规治党理念的终极追求。
The conception of governing the Party according to the rules in Xi Jinping’s Thought on the rule of law has its special context and background,which answers the Chinese questions about the process of“governing the country”and“governing the Party”.Pointing to grasp on the conception of party regulation theory mainly from the value elements,the main subjects,the objective elements and routes,answering the problem of the“why”,“who”,“what”,“how”of governing the Party on the macro national governance system and governance at the request of the party modernization,it broadens the consolidated party's ruling foundation,hence solves the problem of applying the system to management power,affairs and people,and make further breakthroughs in the main purpose(centralized and unified leadership of the Party),the basis(basic status of the Party constitution),the process(strengthening and applying democratic centralism),and the guarantee(improving the system of laws and regulations within the Party).On this basis,it achieves the long term to follow up of the two goals of ruling the country according to law and governing the party according to rules,and governing the party according to rules and governing the Party by virtue,it reflects the ultimate pursuit of the idea of governing the Party according to rules.
