摘要
国内外科研人事管理中广泛使用期刊分区,不同的期刊影响因子分区规则之间的合理性大小需要进行量化比较。使用离散系数对JCR分区规则、中国科学院文献情报中心分区规则(中科情规则)、三次均值规则确定的期刊影响因子分区合理性进行定量比较。从154个学科、期刊数大于150种的学科两个层面,比较了2019年度JCR期刊引证报告和《2019年中国科学院文献情报中心期刊分区表》中共有期刊的离散系数大小情况。结果表明,三次均值规则的期刊分区最优,JCR规则其次,中科情规则最后。建议国内期刊评价机构、高校科研人事管理部门在期刊影响因子分区中采用三次均值规则。
Journal ranking is widely used in scientific research&personnel management at home and abroad.The rationality of different journal impact factor ranking rules should be compared quantitatively.This paper makes a quantitative comparative analysis on the rationality of journal impact factor ranking determined by JCR rule,Documentation and Information Center of CAS rule,cubic mean rule using variation coefficient.From two levels of 154 disciplines and disciplines with more than 150 journals,this paper compares the variation coefficients of the common journals in the 2019 JCR Citation Report and the 2019 Regional Table of Journals of the Center for Documentation and Information of the Chinese Academy of Sciences.The results show that cubic mean rule is the best for journal ranking,JCR rule is the second,Documentation and Information Center of CAS rule is the last.This paper suggests that domestic journal evaluation institutions and university scientific research personnel management departments adopt cubic mean rule in journal impact factor ranking.
