摘要
校外教育培训是教育的重要形式和基本组成部分,是建设高质量教育体系、推进教育现代化建设的重要环节,是当前教育治理的热点难点问题。文献研究发现,校外教育培训治理研究内容逐步丰富,但机理与政策研究不够。实践表明,校外教育培训是社会需要,市场规模巨大,数量众多,其发展引发社会各界高度关注。党的十八大以来,我国基本构筑了校外教育培训发展的政策规范,内容涉及校外教育培训机构的开办标准、管理体制机制、培训内容设置与方式方法等。校外教育培训治理的突出问题为功能定位不准、价值追求偏离、过分强化分数,与学校教育的协同不够。由此建议,明确校外教育培训的目标、定位、功能,以公益性为导向规范校外教育培训行业,推进校外教育培训与校内教育协同发展,以教育评价改革引导校外教育培训改革。
Out-of-campus educational training is an important form of education and a basic part of the construction of high-quality education system,an important link to promote the modernization of education,which is the current education governance hot and difficult issues.Literature research shows that the research content of governance of after-school educational training is gradually enriched,but the research on mechanism and policy is insufficient.Practice shows that the after-school educational training is the social need,which the market scale is huge.The number is numerous,and its development causes the social all circles to pay close attention to.Since the 18th National Congress of the Communist Party of China(CPC),policies and norms for the development of after-school educational training have been basically established in China,which involve the establishment standards,management systems and mechanisms,training contents and methods of after-school educational training institutions.The outstanding problem that educates outside school to train management is not allowed for function location,value pursue deviate,over concerning on scores,with school education synergistic insufficient.Therefore,it is suggested to clarify the objective,orientation and function of after-school educational training,standardize the after-school education and training industry with the orientation of public welfare,promote the coordinated development of after-school education and training with in-school education,and guide the after-school education and training reform with education evaluation reform.
