摘要
运用文本分析法等,梳理我国校园足球政策的演进历程,对其发展进行展望。研究发现:从业余体校发展、足球学校普及、试点学校推广到特色学校覆盖,我国校园足球政策经历了酝酿积累期、动荡发展期、体系建构期、统筹完善期的历史轨迹,体现出由关注“量”到关注“质”的演进过程。具体演进特征包括:政策主体上,从“重精英性”转向“重参与性”;政策内容上,从“强整体性”转向“强精细化”;政策工具上,从“多指导性”转向“多法规性”。未来我国校园足球政策的发展,要注重政策制定的协同化、政策工具的多元化、政策执行的法制化与政策内容的精准化,以促进校园足球可持续发展。
By using the method of text analysis,this paper sorted out the evolution course of China's campus football policy,and put forward prospects for future development.The research finds that from the development of amateur sports schools,popularization of football schools,promotion of pilot schools to the coverage of characteristic schools,China's campus football policy has gone through incubation and accumulation period,turbulent development period,system construction period,and overall planning and improvement period,which reflects the evolution process from focusing on"quantity"to"quality".The paper shows specifi c characteristics of the evolution as follows:As for the main body of policy,it changes from"emphasis on elite"to"emphasis on participation";in terms of policy content,it changes from"strong integrity"to"strong refi nement";in terms of policy tools,it changes from"multi-guidance"to"multi-regulation".In order to promote the sustainable development of campus football,we should focus on the coordination of policy making,the diversifi cation of policy tools,the legalization of policy implementation and the precision of policy content.
