摘要
本文选取具备典型山地丘陵地形地貌和生态旅游城市风貌特征的湖南省新宁县作为研究区域,运用GIS多指标要素空间叠置分析法、定性与定量分析法、模糊综合评判法、集成矩阵、特尔斐法等评价国土空间格局,识别与现状差异,测算全县未来基于资源环境承载力与开发建设适宜性的可承载国土空间开发潜力,进而识别影响区域建设用地扩张的限制性因素。基于“双评价”的国土空间格局研究可为制定区域差异化的用地规模调控与生态保护政策提供理论基础与数据支撑,是统筹划定落实三条控制线的科学依据。
This research chose Xinning county with typical hilly area topography and ecological tourism city features as a study area.Spatial overlay analysis with GIS multiple index elements,qualitative and quantitative analysis,fuzzy comprehensive evaluation,integrated matrix,and Delphi method were used to evaluate the territory spatial pattern,identify differences with current situation,and calculate the territory spatial development potential based on the resource carrying capacity and development and construction suitability.Furthermore,the limiting factors that influenced regional construction land expansion were determined.The study of territory spatial pattern based on dual evaluation could provide theoretical and data support for the formulation of regional differentiated land scale regulation and ecological protection policies,which is scientific basis for overall delineation and implementation of the three control lines.
