Analysis on the Equity of Health Personnel Allocation in Medical Institutions in Shandong Province

摘要 目的:利用统计数据对山东省医院卫生人员配置以及山东省卫生人员分布公平性进行分析,明确山东省医院卫生人力资源状况,为山东省卫生人力资源优化提供参考。方法:采用描述性统计分析方法,分析山东省医院卫生人员配置现况,借鉴经济学理论中的基尼系数和差别指数分析山东省卫生人力资源的公平性。结果:(1)2019年山东省医院医护比为1∶1.39,山东省总体医护比为1∶1.08;(2)注册护士中获取中级及以上专业技术资格的人员比例最少;(3)2019年不同维度山东省各类卫生人员配置的差别指数在0.1左右,其中,执业(助理)医师、注册护士和医院管理人员在人口维度的差别指数均小于地理维度的差别指数。结论:(1)对注册护士以及医院管理人员的培养仍有待加强;(2)山东省医护比仍有待优化;(3)卫生人员配置的人口公平性和地理公平性需要同时注重。 OBJECTIVE To analyze the allocation of health personnel and the distribution fairness of health personnel in the hos⁃pitals of Shandong Province by using statistical data,so as to clarify the status of health human resources in the hospitals of Shan⁃dong Province,to provide reference for the optimization of health human resources in Shandong Province.METHODS Descriptive sta⁃tistics was used to analyze the current situation of hospital health personnel allocation in Shandong Province,and Gini coefficient and difference index in economic theory were used to analyze the equity of health human resources in Shandong Province.RESULTS(1)In 2019,the ratio of hospital to nurse in Shandong Province was 1∶1.39,and the overall ratio of hospital to nurse in Shandong Province was 1∶1.08.(2)The proportion of registered nurses who obtained intermediate and above professional and technical quali⁃fications was the least.(3)In 2019,the difference index of various types of health personnel allocation in Shandong Province was about 0.1 in different dimensions,among which the proportion of licensed(Assistant)doctors,registered nurses and hospital manag⁃ers was the lowest.The difference index of dimension was smaller than that of geographical dimension.CONCLUSION(1)The train⁃ing of registered nurses and hospital managers still needed to be strengthened.(2)The ratio of doctors to nurses in Shandong Prov⁃ince still needed to be optimized.(3)The population equity and geographical equity of health personnel allocation should be paid equal attention to.
