摘要
我国经济上“未富先老”和制度上“未备先老”的国情决定了我们需要走发展普惠型养老服务之路。农村地区养老资源匮乏,养老服务发展相对滞后,存在内生性障碍,面临着更为严峻的养老挑战。基于普惠型社会福利视角,农村现有的养老服务形成了家庭养老、社区养老、机构养老、农村社会保险养老等多种发展方式,而且面临着家庭支持可及型削弱、服务供需匹配度不高、养老资源支撑性不足、统筹保障水平有限等短板。探索发展农村普惠型养老服务的路径支撑,即实现农村普惠型养老服务发展的可持续、高质量和方便可及的着力点应当是推进经济普惠、服务对象和内容普惠以及服务方式普惠。将农村地区的养老服务发展作为普惠型养老服务发展的推进重点,助力打通养老服务事业的“最后一米”,推动完善我国多层次养老保障体系建设。
The national conditions of"get old before getting rich"in the economy and"get old before getting ready"in the system determine that we need to take the road of developing inclusive elderly care services.In rural areas,resources for the elderly are scarce,the development of elderly services is relatively lagging,and there are endogenous obstacles,which are facing more severe challenges for the elderly.Based on the perspective of inclusive social welfare,the existing old-age care services in rural areas have formed a variety of development methods such as family old-age care,community old-age care,institutional old-age care,and rural social insurance pension.Shortcomings such as high,insufficient support of pension resources,and limited level of overall protection.Exploring the path support for the development of inclusive elderly care services in rural areas,that is,realizing the sustainable,high-quality,and accessible development of inclusive elderly care services in rural areas should focus on promoting economic inclusiveness,inclusive service objects and content,and service methods Pratt&Whitney.Taking the development of elderly care services in rural areas as the focus of the development of inclusive elderly care services,helping to open up the"last meter"of the elderly care services,and promoting the improvement of my country's multi-level elderly care security system.
