摘要
从农科类大学生乡村创业政策的演进逻辑出发,我国农科类大学生乡村创业政策分为四个阶段,分别为孕育阶段、萌芽阶段、形成阶段和丰富阶段。随着乡村振兴战略的提出,现有政策在支持和激励农科类大学生乡村创业方面出现了一些问题,如政策供给和政策执行存在滞后性,政策运行缺乏实效性,政策激励缺乏驱动性。依据乡村振兴目标,围绕农科类大学生群体,以乡村创业为着力点,本文提出推动政策前移、加强政策关联、实施部门联动、增强四种政策力等举措,以帮助大学生实现创业梦想。
Starting with the evolution logic of rural entrepreneurship policy for agricultural college students,the rural entrepreneurship policy of agricultural college students in China has gone through four stages:the incubation stage,the embryonic stage,the formative stage and the enrichment stage.With the proposal of rural revitalization strategy,there are some problems in the existing policies in supporting and encouraging the rural entrepreneurship of agricultural college students,such as lagging behind of the policy supply and policy implementation,ineffectiveness of the policy operation and lack of driving in the policy incentive.Based on the rural revitalization goal,centered on the entrepreneurial group of agricultural college students,and focused on rural entrepreneurship,the paper proposes some measures that policy should be moved forward,the policy connection should be enhanced,the departmental linkage should be implemented,and the four policy forces should be strengthened,so as to help college students to realize their entrepreneurial dream.
