摘要
回顾人力资本理论,指出基于该理论假设,人力资本投资方面的粗放性已经不适应我国现代社会经济发展。人力资本是人口质量中“硬”的一面,体现了人的经济价值贡献,而人口“软质量”是精神资本,是决定人的经济价值贡献的内在动机因素。精神资本和人力资本构成人口质量因素,是人才质量的核心。基于我国人才理论寻找人才发展路径,在高质量发展过程中通过提高人才“软质量”来提高人口质量,从而促进经济社会协调发展。
This paper,through reviewing the theory of human capital,points out that,based on the theoretical assumptions,the extensiveness of human capital theory investment is no longer suitable for the practice of modern social and economic development in our country.Human capital is the"hard"aspect of population quality,which has reflected the contribution of economic value,while the"soft quality"of population is spiritual capital,which is the internal motivation factor determines the contribution of economic value.Spiritual capital and human capital together constitute a population quality factor,which is the core of talent quality.Based on our country′s human ability theory,we are looking for paths of human ability development,and improving population quality by upgrading the"soft quality"of human ability in the process of high-quality development,thereby promoting the coordinated economic and social development.
