摘要
新时代中国海洋观是以习近平同志为核心的党中央统筹国内国际两个大局,充分借鉴中外海洋历史经验教训,准确把握国际海洋政治演变规律,认真总结新中国海洋事业发展宝贵经验的基础上提出的,具有鲜明的中国特色和世界情怀。新海洋观高度重视海洋在国家发展全局中的重要作用,坚持陆海统筹的思想,妥善处理海上维权与维稳的关系,弘扬人海和谐的理念,倡导构建海洋命运共同体。新海洋观的提出为中国海上维权和参与国际海洋治理提供了指导思想,同时也为国际海洋秩序重构指明了前进方向,具有十分重要的理论和实践意义。
Keeping in mind both the domestic and international imperatives,fully drawing on the experience and lessons from Chinese and foreign marine history,accurately grasping the evolution law of the international maritime politics,and carefully summarizing the valuable experience of New China’s marine undertakings,the Central Committee of the CPC with Comrade Xi Jinping at its core put forward China’s marine outlook in the new era,which is characteristic of distinctive Chinese features and global vision.The new marine outlook attaches great importance to the essential role of seas and oceans in China’s overall development,adheres to the principle of coordinating development both on land and at sea,properly handles the relations between safeguarding maritime rights and maintaining maritime stability,promotes the concept of harmony between mankind and the sea,and advocates the building of a maritime community with a shared future.The new marine outlook provides a guiding principle for China’s maritime rights protection and participation in international ocean governance,and also points out the way forward for the reconstruction of international marine order,which is of great theoretical and practical significance.
