摘要
积极开展标准实施效果评价研究对推进标准的实施与监督具有重要作用。本文通过综述各个领域内标准实施效果评价的研究现状,归纳当前标准实施效果评价研究的研究对象和主要内容,针对多个领域多个学者提出的标准实施效果评价指标体系,分析总结了评价指标体系最常见的构建角度和基本分类。在此基础上,阐述了标准实施效果评价的评价原则和常用的评价方法,将通过文献调研汇总整理出来的评价指标,作为构建标准实施效果评价指标体系的顶层框架的具体来源,对进一步建立详细、完整的评价指标体系起到规范和指导作用,从而为提高标准质量和标准的应用水平奠定理论基础。
Actively carrying out evaluation research on the effect of standard implementation plays an important role in advancing the implementation and supervision of standards.This paper summarizes the current research status of standard implementation effect evaluation in various fields,summarizes the research objects and main content of current standard implementation effect evaluation research,analyzes and summarizes the evaluation index system for the standard implementation effect evaluation index system proposed by many scholars in multiple fields The most common construction angle and basic classification.On this basis,the evaluation principles and commonly used evaluation methods of the standard implementation effect evaluation are described.The evaluation indicators summarized through literature research are used as the specific source of the top-level framework for the construction of the standard implementation effect evaluation index system.A complete evaluation index system plays a role in standardization and guidance,thereby laying a theoretical foundation for improving the quality of standards and the level of application of standards.
