摘要
联合基金旨在发挥国家自然科学基金的导向作用,引导和整合社会资源投入到基础研究中,推动我国自主创新能力提升,其经过多年发展取得了丰硕的成果。本文以2002—2019年结题的联合基金项目为基础,采用统计分析和典型案例分析方法,全面分析联合基金的成果产出情况和资助成效,发现成果管理中存在的问题并提出对策建议,推动我国联合基金更好地发展。
The Joint Fund aims to play the leading role of the National Natural Science Foundation of China.It guides and integrates social resources into the basic research,as well as promotes the improvement of independent innovation capability.After years of development,it has achieved fruitful results.This article is based on the Joint Fund completed projects in 2002—2019,using statistical analysis and typical case analysis methods to comprehensively analyze the Joint Fund’s output and funding effectiveness,find the problems in the management of output and put forward countermeasures and suggestions to promote Joint Fund develops better.
