摘要
我国大学生服务基层项目自实施以来,推动了农村基层特别是艰苦边远地区基层公共管理与服务事业发展,培养了大批优秀青年人才,促进了大学生就业。为更好回应乡村振兴人才需求,大学生服务基层项目需要进一步优化完善人员招用管理与服务机制。"为美国而教"是美国的一个志愿教师项目,致力于招募大学优秀毕业生作为志愿者到低收入社区任教,促进教育公平。经过多年发展,该项目在帮助学生进步、提升教师构成多元化程度、强化学校发展能力、推动社会创业、促进教育公平等方面产生了较大影响。其志愿者招募、职前教育、教学资格获得、岗位聘用、工资福利等管理机制,提高了志愿者招募的精准度和服务质量,对优化我国大学生基层服务项目的管理具有借鉴价值。
In China,the implementation of programs of grassroot serving by university students has promoted development of public management and service undertakings in rural grassroots,especially grassroots in tough and remote regions,which cultivates a lot of excellent young talents and promotes employment of university students.In order to satisfy demands for rural revitalization talents,the programs of grassroot serving by university students,as an important channel to supply talents in public management and services of rural grassroots,should be further optimized and perfected in the recruitment management and service mechanism."Teaching for America"is a volunteer teacher program in America,aiming at recruiting outstanding university graduates as volunteer teachers in low-income communities so as to upgrade educational equality.Through years’development,the program has performed influentially in motivating students’progress,diversifying teacher constitution,enabling school development,prompting social entrepreneurship,upgrading educational equality,etc.Thanks to relevant management mechanisms of the program,such as volunteer recruitment,pre-service education,teaching qualification,employment,and wage and welfare,more targeted volunteers with better services can be recruited.It is of referential significance to optimization of management in the programs of grassroot serving by university students in China.
