山东省耕地压力指数动态分析与预测 被引量:5

摘要 为了实现区域经济发展要求与耕地保护要求的平衡,对山东省耕地压力指数展开动态分析及预测。本文基于耕地压力指数模型,综合考虑了各地级市人均GDP、城镇化率等经济指标,对耕地压力指数变化类型进行区域耕地保护与经济发展权衡分区。结果表明:粮食生产方面,山东省的粮食状况较为安全,山东省耕地压力指数在平原区较低,耕地集约利用程度较高,山地丘陵区耕地压力指数较高;耕地保护转嫁区压力指数较高,且呈增长趋势;耕地保护管控区耕地保护压力较大,同时经济发展水平并不理想,耕保经济兼顾区耕地压力指数下降幅度较快。提出大力开展耕地整理,保持动态平衡;协调耕地自然禀赋与利用水平,提高利用效率和效益;平衡区域耕地保护与经济发展,建立粮食生产能力指标交易制度等建议。 In order to balance the demands of regional economic development and cultivated land protection,dynamic analysis and prediction of cultivated land pressure index in Shandong province were carried out.Based on the cultivated land pressure index model,this paper comprehensively considered the per capita GDP,urbanization rate and other economic indicators of prefecture-level cities,and carried out the balance zoning of cultivated land protection and economic development on the change types of cultivated land pressure index.The results showed that the grain production in Shandong province was relatively safe.The cultivated land pressure index was lower in plain area and higher in intensive use of cultivated land.The cultivated land pressure index was higher in mountainous and hilly area.The pressure index of cultivated land protection transfer area is high and shows an increasing trend.The cultivated land protection pressure in cultivated land protection and control area is large,while the level of economic development is not ideal.The cultivated land pressure index in cultivated land protection and control area decreases rapidly.Put forward vigorously developing cultivated land consolidation to maintain dynamic balance;Coordinate the natural endowment and utilization level of cultivated land to improve utilization efficiency and benefit;It is suggested to balance regional cultivated land protection and economic development,and establish the index trading system of grain production capacity.
