摘要
如何提升高校科技成果转化效率,跨越从基础研究到技术商业化的“死亡之谷”,一直是各国公共研发商业化研究的重要课题。我国为促进高校科技成果转化,借鉴发达国家相关法案,出台了一系列优化成果转化环境、提升高校科研自主权的法条和指南,但并没有取得预期的效果。通过进一步研究发现,除了政策支持,发达国家在促进技术转移方面还有一系列做法和项目管理的先进经验值得学习。文章通过分析研究,重点关注美国概念验证中心在技术转移过程中的地位和做法,以及国防高级研究计划局在项目管理方面的经验,结合我国科技成果转化体制和机制情况,探讨建立促进我国高校科技成果转化的新型机构及项目运营管理方式,为加快我国高校科技成果转化工作提供启示和借鉴。
How to improve the transformation efficiency of sci-tech achievements in colleges and universities and cross the“valley of death”from basic research to technology commercialization has always been an important topic in the commercialization of public R&D in many countries.In order to promote the transformation of sci-tech achievements of colleges and universities,China has introduced a series of laws and guidelines to optimize the environment for the transformation of achievements and enhance the autonomy of scientific research of universities,but it has not achieved the expected results.Through further research,we find that in addition to policy support,developed countries have a series of practices and advanced project management experience in promoting technology transfer that are worth learning.Through analysis and research,this article focuses on the status and practices of the US Proof-of-Concept Center in the technology transfer process,as well as the Defense Advanced Research Projects Agency’s experience in project management,combined with China’s technology transfer system and mechanism,and discusses the establishment of new institutions to promote the transformation of sci-tech achievements of colleges and universities and project operation management methods,so as to provide inspiration and reference for accelerating the transformation work of sci-tech achievements of colleges and universities.
