摘要
当今世界,伴随网络信息技术的飞速发展和全面普及,新一轮科技革命和产业变革方兴未艾,全球竞争格局深刻变革,各国纷纷抢占科技创新的战略制高点,把实施新的人才战略作为首要目标。党的十八大以来,习近平总书记从“互联网+”新经济形态的创新发展、“网络强国战略”的贯彻实施、网络信息核心技术突破发展、网络空间安全潜在风险化解以及以信息化推进国家治理体系和治理能力现代化等角度,全面阐述网络人才建设的重要性。同时,针对我国网络人才队伍普遍存在规模偏小、素质偏低、结构失衡、布局零乱等诸多问题,提出通过积极营造尊重网络人才的生动局面,切实遵循培养网络人才的内在规律,全面集聚激励网络人才的体制机制,以及大兴留住网络人才的蔚然之风等具体措施来加强网络人才建设。这些重要论述,不仅丰富和发展了中国特色社会主义网络人才理论,而且成为新的历史时期党和国家持续做好网络人才工作的思想武器和基本遵循。
In today’s world,with the rapid development and all-round popularization of network information technology,a new round of scientific and technological revolution and industrial change is in the ascendant,and the global competition pattern is undergoing profound changes.All countries are seizing the strategic commanding height of scientific and technological innovation,and taking the implementation of the new talent strategy as the primary goal.Since the eighteenth Party’s Congress,Xi Jinping has expounded the importance of network talent construction from the perspective of the“Internet plus”new economic form,the implementation of the strategy of“network power”,the breakthrough of the core technology of network information,the potential risks of Cyberspace Security,and the modernization of the national governance system and governance capacity with the help of information technology.There are many problems in the talent team,such as small scale,low quality,unbalanced structure,disordered layout and so on.This paper puts forward some concrete measures to strengthen the construction of network talents,such as actively creating a vivid situation of respecting network talents,earnestly following the inherent law of cultivating network talents,comprehensively gathering and encouraging the system and mechanism of network talents,and greatly promoting the trend of retaining network talents.These important expositions not only enrich and develop the theory of network talents with Chinese characteristics,but also become the ideological weapon and basic principle for the party and the state to continue to do a good job in the work of network talents in the new historical period.
