摘要
介绍了“十三五”时期江西省产业扶贫取得的成效,探索出一批典型产业扶贫模式和做法,但也存在乡村人才链与产业链联不上融不通、自生能力和内生动力不足、产业扶贫资金使用绩效整体不高、产业链条不健全、利益联结机制不紧密等突出难题。鉴于此,提出了促进脱贫攻坚与乡村振兴有效衔接、强化农业人才支撑、因地制宜“选准特色扶贫产业”、延伸产业链条、统筹推进农产品现代流通体系建设、撬动社会资本健康有序参与产业扶贫、建立健全产业扶贫容错纠错机制等对策建议。
The achievements of industrial poverty alleviation in Jiangxi province during“the 13th Five-Year Plan”period were introduced,and a number of typical industrial poverty alleviation models and practices were explored.However,there were still some outstanding problems such as the lack of integration between rural talent chain and industrial chain,the lack of self-supporting ability and endogenous power,the overall performance of industrial poverty alleviation funds,the unsound industrial chain and the loose interest linkage mechanism.In view of this,the following countermeasures and suggestions were put forward such as promoting the effective connection between poverty alleviation and rural revitalization,strengthening the support of agricultural talents,selecting the characteristic poverty alleviation industries according to local conditions,extending the industrial chain,promoting the construction of modern circulation system of agricultural products,leveraging the social capital to participate in the industrial poverty alleviation in a healthy and orderly manner and establishing a fault-tolerant and error correction mechanism for the whole industry poverty alleviation.
