摘要
“人类命运共同体”是新时代中国为世界发展和治理提供的智慧和方案,具有鲜明的时代意义和强烈的现实关怀。在全球抗疫背景下,“人类命运共同体”所倡导的精神和实践正在被更多的国际行为体接受,“人类命运共同体”的新世界观、新价值观、新方法论的世界性意义等得到进一步彰显,成为弥补世界发展缺陷和治理鸿沟的重要资源。从非洲的具体案例来看,命运与共是支撑非洲疫情防控的关键,通过“国家—区域—全球”三个层面的多边良性互动拉近了与世界的联系,构筑了抗疫命运共同体。面对影响全球的突发公共事件,非洲的抗疫事实表明,世界历史发展已经进入了命运休戚与共的新时代,霸权秩序的世界逻辑已经过时,新的平等世界秩序正在来临。全球发展与治理必须超越自我本位的狭隘价值观,多边主义是解决全球性问题的关键,推动构建“人类命运共同体”将成为新时代各国际行为体的重要价值和行动逻辑。
The Community of Shared Future for Mankind is China’s contribution to global development and governance in the new era.Against the background of the global fight against the pandemic,the global significance of its new worldview,new values and new methodology have been further highlighted,and it has become an important tool for bridging the gap in global development and governance.The concept has been embraced by more international actors and are manifested in the fight against the epidemic.From the specific case of Africa,it is the key to supporting the prevention and control of the pandemic,which is a dynamic process of multilateral and positive interaction at the national,regional and global levels.Such process has brought Africa closer to the world and built a global community of shared future against the pandemic.In the context of a global public emergency,the African experience has proven that the world has entered a new era of common destiny while the old hegemonic logic is being replaced by a new egalitarian logic.Global development and governance must transcend the narrow values of self-centeredness;multilateralism is the key to solving global problems;and a community of a shared future for mankind will become an important orientation for all international actors in the new era.
