摘要
高标准农田建设过程中存在的主要问题包括农田质量总体不高、田间基础设施薄弱、建设资金分散、技术体系不健全、公众参与机制不健全、土地权属调整困难、管护机制不完善等。通过提升原始田块质量、制定高标准农田建设标准、统筹项目建设资金、创新管理机制、强化建后管护、创新传统工程措施等,期望能够在未来的高标准农田建设过程中少走点弯路,利用有限的资金投入产出最大的综合效益,真正实现高标准农田建设预期战略目标。
The major issues in the construction of high-standard farmland included the overall poor quality of farmland,weak field infrastructure,scattered construction funds,imperfect technical systems,imperfect public participation mechanisms,difficulty in adjusting land ownership,and imperfect management and protection mechanisms.By improving the quality of original fields,formulating high-standard farmland construction standards,coordinating project construction funds,innovating management mechanisms,strengthening post-construction management and protection,and innovating traditional engineering measures,it was hoped that there will be fewer trips in the future high-standard farmland construction process Detours,investment of limited funds to maximize comprehensive benefits,and truly achieve the expected strategic goals of high-standard farmland construction.
