山西省高新技术产业园区发展绩效研究--基于三阶段DEA模型的分析 被引量:5

摘要 文章选取科学技术支出、期末从业人员数和企业数作为投入指标,选取总产值、实缴税金、技术投入和专利授权数作为产出指标,通过三阶段DEA模型对比分析山西省和其他29个省级行政区代表性的国家级高新技术产业园区的技术效率状况。研究发现,传统DEA模型低估了东部发达地区高新区的运行效率,剔除环境因素和随机因素后的DEA模型能真实反映各高新区的运行效率。山西省内两个国家级高新区的综合技术效率水平距离全国各地区的平均水平有较大差距,在未来发展过程中应注重提高管理水平和科学技术研发能力,优化园区的资源配置,避免资源的浪费,同时应该加强高新技术研发投入,通过技术研发提高生产效率。 In this paper,the expenditure on science and technology,the number of employees at the end of the period and the number of enterprises are selected as input indexes,and the total output value,paid-in taxes,technology input and the number of patent licenses are selected as output indexes.This paper compares the technical efficiency of high-tech industrial parks in Shanxi Province and other 29 provinces through three-stage DEA model.The study foundthe traditional DEA model underestimates the operation effici-ency of high-tech zones in eastern developed areas.The DEA model after eliminating environmental factors and random factors can truly reflect the operation efficiency of high-tech zones.The comprehensive technical efficiency level of two national high-tech parks in Shanxi Province is lower than the average level of that of whole country.High-tech industrial parks in Shanxi Province should pay attention to improve the level of management and science and technology research and development ability,to optimize the resources distribution,to avoid the waste of resources,and at the same time should strengthen the high-tech R&D to improve production efficiency.
