摘要
"厕所革命"是我国基础民生工作的一项重要举措,是农村人居环境改善的关键。通过对重庆市农村厕改情况的统计数据分析,研究了重庆市农村厕改工作的现状及存在问题,结果显示:重庆市38个区县农村户厕改厕工作累计完成409.5万户,各区县平均累计完成户厕改厕10.8万户。重庆市农村户厕改造工作存在明显的地域差异,农村户厕厕改工作量:主城区<渝东南片区<渝东北片区<渝西片区,改厕率:主城区>渝西片区>渝东南片区>渝东北片区。无害化卫生厕所率在不同地区存在明显的差异,无害化卫生厕所率:主城区>渝东南片区>渝西片区>渝东北片区。厕改工作中发现问题:资金支持力度不够;部分户厕质量不过关;农户运维不力;农村公厕"重建轻管"现象最显著;宣传发动不充分。建议加强厕改工作推进力度,加强资金扶持,严格质量把关,建立运维机制,加强宣传力度,持续改善农村环境卫生。
The"toilet revolution"is an important measure of the basic projects of people’s livelihood in China,and it’s the key to improve rural living environment.Through the analysis of the statistical data of the rural toilet reform in Chongqing,the present situation and existing problems of the rural toilet renovation in Chongqing were studied.The results showed that in 38 districts of Chongqing,4.095 million households had been renovated,and average of 108,000 households had been renovated in each district.There are obvious regional differences in the rural toilet renovation in Chongqing.The workload of renovation of rural household toilets is as follows:Main urban area<southeast Chongqing area<northeast Chongqing area<west Chongqing area.Toilet improvement rate is as follows:the main urban area>western Chongqing>southeast Chongqing>northeast Chongqing.There are obvious differences in the rate of harmless sanitary toilet in different areas,the rate of harmless sanitary toilet is as follows:main urban area>southeast Chongqing>west Chongqing>northeast Chongqing.Problems found in the process of toilet reform work:insufficient financial support;Part of the toilet quality is not qualified;Poor operation and maintenance of farmers;Focus on construction and neglect management;The propagate was inadequate.It is suggested to strengthen the promotion of toilet reform,strengthen financial support,strict the quality control,establish operation and maintenance mechanism,strengthen publicity,and continue to improve the rural environmental health.
