摘要
政策引领对社区教育融入社区治理具有重要意义。借助政策研究的系统分析方法,通过对社区教育融入社区治理政策演进的起步、发展、完善三个阶段的现象进行分析,认为政策演进是一个在与实践互动进程中既能发挥引领作用又循序渐进并逐步完善的动态过程,且所形成的经验有助于政策结构特征的梳理,进一步为政策发展趋向指明努力方向。基于“政策—实践”发展进路,加强生态培育、项目开发、联盟合作、质量提升、数字支持等重点领域的政策研制与政策实施,更有利于建构多元治理主体共同参与社区教育、助推“幸福家园”建设的社区治理新形态。
Policy guidance is of great significance for the integration of community education into community governance.With the help of the systematic analysis method of policy research,through the analysis of the three stages of the integration of community education into the evolution of community governance policy,it is considered that policy evolution is a dynamic process that can not only play a leading role in the process of interaction with practice,but also step by step and improve gradually,and the experience formed is helpful to sort out the characteristics of policy structure,so that further point out the direction of efforts for the trend of policy development.Based on the"policy-practice"development approach,strengthening policy development and policy implementation in key areas such as ecological cultivation,project development,alliance cooperation,quality improvement and digital support is more conducive to building a new form of community governance in which multiple governance subjects jointly participate in community education and promote the construction of"happy home".
