摘要
编外员工是农林科研机构人力资源的重要组成部分,在农林科研机构的建设和发展中发挥着重要作用,随着《劳动合同法》和《劳动合同法实施条例》的颁布,科研人员中的非在职人员面临着新的问题——农林科研院所。该文分析了农林科研机构非职工人事管理的现状,提出了一系列管理自由职业者的思路和措施,对自由职业者的合法化、规范化起到了一定的作用,激发非职工积极性,促进农林科研机构稳定和谐发展。
Off-staff employees are an important part of the human resources of agricultural and forestry scientific research institutions and play an important role in the construction and development of agricultural and forestry scientific research institutions.With the promulgation of Labor Contract Law and Labor Contract Law Implementation Regulations,scientific research personnel of off-staff employees are facing a new problem-agricultural and forestry research institutes.This paper analyzes the current situation of off-staff employees’personnel management in agricultural and forestry scientific research institutions,and puts forward a series of ideas and measures for managing freelancers,which plays a certain role in the legalization and standardization of freelancers,stimulates the enthusiasm of non-employees,and promotes the stable and harmonious development of agricultural and forestry scientific research institutions.
