摘要
“双碳”目标自提出以来在中国迅速推进。文章系统梳理了中国实现“双碳”目标面临的挑战和机遇,并提出了中国可重点开展行动的领域和方向。研究认为,现阶段中国实现“双碳”目标面临着碳减排压力大、时间紧、代价高、技术储备不足、发展不平衡、摆脱“碳锁定”成本高、碳定价机制不成熟、利益调整复杂等挑战。同时,“双碳”目标的提出为新冠疫情后新型基础设施建设、传统产业的低碳转型创造了绿色复苏的机遇,拓展了生态文明建设的内涵并为其难点问题提供了系统性解决方案。未来中国应在推动科技进步、发挥好碳市场作用、扩大绿色投资等方面持续发力以强化创新驱动与绿色金融发展,并通过坚持合作共赢理念、掌握竞争话语权、全方位和多角度参与全球治理与合作等方式深化人类命运共同体建设,确保“双碳”目标有效实现。
The targets of carbon peak and carbon neutrality have been rapidly promoted in China since they were put forward.This arti⁃cle systematically analyzes the challenges and opportunities faced by China to achieve these targets and discusses the areas and direc⁃tions in which China can take actions.The analysis suggests that at this stage,China’s realization of the carbon peak and neutrality tar⁃gets faces challenges such as high pressure concerning carbon emission reduction,tight time,high cost,insufficient technical reserves,unbalanced development,high cost of getting rid of the‘carbon lock-in’,immature carbon pricing mechanism and complex interest ad⁃justment.Meanwhile,the carbon peak and neutrality targets have created a green recovery opportunity for the low-carbon transformation of new infrastructure and traditional industries after the COVID-19 pandemic,extended the scope of ecological civilization and provid⁃ed a systematic solution for its difficult problems.In the future,China should continue to make efforts in promoting scientific and tech⁃nological progress,give full play to the role of carbon market and expanding green investment,boost the innovation drivers,strengthen green financial development,and deepen the construction of a community of shared future for mankind by adhering to the concept of win-win cooperation,mastering the voice of competition,and participating in global governance and cooperation from all aspects and multiple angles,so as to ensure the effective realization of the carbon peak and carbon neutrality targets.
