摘要
当前,县域企业创新投入偏低,创新积极性不高,带动作用不足,科技成果转化效率偏低、人才短缺、受限于地域资源环境约束等矛盾和问题成为困扰县域发展和乡村振兴的突出矛盾。因此,在乡村振兴背景下,对不同类型、不同规模、不同发展水平的各县域确定科学合理的县域创新驱动的资源环境协调机制和实现路径是把握和解决上述问题和矛盾的关键。文章主要通过对“县域创新驱动与资源环境协调”“乡村振兴”等方面国内外研究现状及发展动态进行综述和分析,梳理乡村振兴背景下县域创新驱动的资源环境协调制度安排的文献脉络,为相关或类似领域的规范和实证研究提供借鉴和参考。
At present,the county enterprises'innovation investment is low,the innovation enthusiasm is not high,and the driving role is insufficient.The contradictions and problems such as the low efficiency of the transformation of scientific and technological achievements,the shortage of talents and the constraints of regional resources and environment have become prominent contradictions perplexing county development and rural revitalization.Therefore,in the context of rural revitalization,to determine a scientific and reasonable county innovation-driven resources and environment coordination mechanism and realization path for counties of different types,different sizes and different levels of development is the key to grasp and solve the above problems and contradictions.This paper mainly summarizes and analyzes the current research situation and development trends of"county innovation-driven and resources and environment coordination"and"rural revitalization"at home and abroad,so as to sort out the literature context of the institutional arrangement of county innovation-driven resources and environment coordination in the context of rural revitalization,so as to provide reference and experience for normative and empirical research in related or similar fields.
