摘要
提升乡村体育治理能力对于促进农业农村现代化具有重要意义。采用文献资料等研究方法,回顾了我国农业农村现代化之路,对农业农村现代化的内涵进行了再思考,阐述了农业农村现代化的时代价值与历史意义以及乡村体育治理在农业农村现代化进程中扮演的重要角色。分析了乡村体育治理在农业农村现代化中面临党建工作存在不足,治理制度有待健全、治理路径尚待明晰和治理方式亟待优化等困境。提出了党建引领,发挥党组织在乡村体育治理中的核心作用;制治为本,健全现代乡村体育治理制度体系;融治为基,促进城乡体育融合治理相得益彰;协治为要,实现乡村体育多元主体协同共治的推进路径。
Improving rural sports governance capability is of great significance in promoting agricultural and rural modernization.By using the methods of literature review and so on,this article reviewed the agricultural and rural modernization process of China,rethought the connotations of agricultural and rural modernization,elaborated the temporal and historical significance of agricultural and rural modernization as well as the important role which rural sports plays in the process of agricultural and rural modernization.It analyzed the dilemmas of rural sports governance including lack of the construction of CPC,governance institutions need to be improved,governance paths are not clear and governance patterns are need to be optimized.It proposed the implementation paths including taking CPC construction as the guide,to make CPC organizations play core roles in rural sports governance;taking institution governance as the root,to strengthen the institution system of modern rural sports governance;taking integration governance as the basis,to improve the governance level of both rural and urban areas;taking synergistic governance as the key,to realize synergistic governance of multi-subjects in rural areas.
