职业教育专业适应性发展的内在逻辑与应然选择 被引量:27

Inherent Logic and Necessary Choice of the Development of Professional Adaptability in Vocational Education

摘要 《职业教育专业目录(2021年)》印发以来,职业教育专业升级便成为落实好新专业目录的必然要求,同时也是专业高质量发展的内生性选择,以实现专业适应性发展。以我国职业教育专业目录的历史脉络为逻辑出发点,专业升级开启“外环境”与“内环境”、“实然状态”与“应然状态”、“层次化发展”与“类型化发展”、“他组织”与“自组织”等4对职业教育适应性的内在逻辑。基于此,提出增强职业教育专业适应性发展的应然选择,包括以“五个适应”为嵌入域,提高职业教育人才数量与结构的适应性,实现“供给侧”与“需求侧”的动态平衡;以“产教融合”为行动域,提升专业层次与结构的高质量发展,实现从“实然状态”向“应然状态”的超越;以“一体化设计”为思路域,构建全方位、立体化的“中—高—本”专业体系,实现高素质技术技能人才培育体系的衔接与贯通;以“自组织”为执行域,促进专业高质量发展的内生性运行机制与外生性运行机制的协调发展,实现“不平衡性”向“平衡性”的动态转型等。 Since the issuance of Professional Catalogue of Vocational Education(2021), the professional upgrading of vocational education has become an inevitable requirement for the implementation of the new professional catalogue. It is also an endogenous choice for high-quality professional development in order to achieve the development of professional adaptability. Taking the historical context of the professional catalogue of vocational education in China as the logical starting point, professional upgrading opens up the inherent logic of the adaptability in vocational education, that is, “external environment” and “internal environment”, “actual state” and “ideal state”, “hierarchical development” and “typified development”, “other organization” and “self-organization”. Based on this, this paper proposes necessary choices to enhance the development of professional adaptability in vocational education, including taking “five adaptations” as the embedded domain, improving the adaptability of the number and structure of vocational education talents, and realizing the dynamic balance of “supply side” and “demand side”;taking “production-education integration” as the action domain to enhance the high-quality development of professional levels and structures, and achieve the transcendence from “actual state” to “ideal state”;taking “integrated design” as the thinking domain to build a comprehensive and three-dimensional professional system of “junior middle-senior high-undergraduate”, and realize the connection and penetration of the cultivation system of high-quality technical and skilled talents;taking “self-organization” as the execution domain, the coordinated development of endogenous operation mechanism and exogenous operation mechanism of professional high-quality development is promoted, and the dynamic transformation from “imbalance” to “balance” is realized.
