摘要
构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,是根据我国发展阶段、环境和条件变化提出的战略举措。中国企业技术创新是推动我国高质量发展的重要力量。本文回顾企业技术创新演进脉络和阐述战略价值,从国际形势、资源封锁、产业链条、路径依赖、人才欠缺和研究经费等方面总结企业技术创新的制约因素。基于双循环新发展格局,提出推动企业技术创新的实践路径包括协同调控配置创新资源、产业链升级带动创新发展、供给侧改革提升创新质量和知识产权保障创新动力。最后针对基础研究、产业链、科技人才和企业家精神等方面提出建议。
The construction of a new development pattern with domestic macro cycle as the main body and domestic and international dual cycle promoting each other is a strategic measure put forward according to the development stage,environment and new conditions.Technological innovation of Chinese enterprises is an important force to promote the high-quality development of China.This paper reviews and explains the evolution and strategic value of enterprise technology innovation,and summarizes the restrictive factors of enterprise technology innovation from the aspects of international situation,resource blocking,industrial chain,path dependence,talent shortage and research funds.Based on the new development pattern of double circulation,the paper points out that the practical path to promote the technological innovation of enterprises includes collaborative regulation and allocation of innovative resources,industrial chain upgrading to drive innovation and development,supply side reform to improve innovation quality and intellectual property protection and innovation power.Finally,the paper puts forward suggestions on basic research,industrial chain,scientific and technological talents and entrepreneurship.
