摘要
基于国家管网公司提质增效的管理需求,在管输行业首次开展管道环焊缝投资管控及安全效益相关研究。针对管道环焊缝排查及治理工作量大、管输企业管理水平和效率有待提升、安全效益难以量化等问题,建立管道环焊缝修复能力模型,识别制约修复能力的主要因素并提出建议,构建管道环焊缝修复安全效益模型。研究方法成功应用于管输企业的投资管理工作实践,为投资管理水平提升及安全管理提供了有效的实施方法与管理工具。
Based on the management needs of national pipeline network companies to improve quality and efficiency,a study on the safety benefits of pipeline girth weld investment was carried out for the first time in the pipeline transportation industry.Aiming at the problems of large investment and difficult quantification of safety benefits in the inspection and treatment of pipeline girth welds,a safety benefit model of pipeline girth welds repair was constructed to analyze the safety benefits of the investment in the repair of pipeline girth welds defects,which provided an effective quantitative basis for the safety management decisions of pipeline transportation enterprises.The research method has been successfully applied to the practice of investment management in management and transportation enterprises,providing effective implementation methods and management tools for the improvement of investment management level and safety management.
