摘要
为提升广东省专利技术转让和知识产权的全球核心竞争力,对广东省专利信息服务优劣势进行了调查。调查发现:潜在的服务需求旺盛而服务机构不足,服务有法可依而立法不完善,重视整体战略规划而战略内容细分不足,积极支持行业政策而服务对接机制缺失,资源工具丰富而获取不平衡,重视知识产权人才建设而专业人才缺乏。研究表明:通过需求分析,搭建共享平台、制定科学战略规划、完善法律体系、优化产业发展、构建共建共享平台、增强供需对接、加强人才建设和规范服务流程等体系建设,能够提高专利信息服务的水平,更好地服务国家经贸战略。
In order to enhance Guangdong province's global core competitiveness of patent technology transfer and intellectual property rights,an investigation of Guangdong province's advantages and disadvantages in patent information services was conducted and found that the potential service demand is strong but the service organization is insufficient,there are laws to abide by but the legislation is not perfect,emphasize the overall strategic planning but the subdivision of strategic content is insuffcient,actively support industry policies but there is a lack of service docking mechanism,resource tools are abundant but the acquisition is unbalanced,emphasize the construction of intellectual property talents but there is a lack of professional talents.The rescarch shows that conducting the demand analysis and adopting the measures of building a sharing platform,making scientific strategic planning,improving the legal system,optimizing industrial development,building a co-construction and sharing platform,enhancing the connection between supply and demand,strengthening talent construction,and standardizing service processes,the system construction of patent information services can be improved to better serve the national economic and trade strategy.
