摘要
推行数字人民币是我国释放数字经济活力和助力数字中国建设的内在要求和有力支撑。随着数字人民币试点地区的有序扩容和试点场景的深化拓展,数字人民币研发进展显著,但在技术应用、安全保障、跨境支付、法律监管和金融稳定等方面还面临一些挑战。面对数字货币时代的加速到来,应不断优化数字人民币发展路径:以技术应用创新升级,提升数字人民币普惠性和扩大试点场景覆盖;以安全体系设计优化和安全教育普及,维护数字人民币发行流通安全;以数字人民币和人民币国际化的协同联动,探索数字人民币跨境支付;以完善的法律法规和监管框架,规范数字人民币运营管理;以优化运营体系和风险防控能力,降低数字人民币对金融稳定的冲击。进一步发挥数字人民币在构建新发展格局中的战略作用,为数字经济高质量发展全方位赋能。
The promotion of e-CNY is the internal requirement and strong support in the process of releasing the vitality of the digital economy and helping the construction of digital China. The progress of research and development of e-CNY is remarkable with the orderly expansion of pilot areas and the deepening expansion of application scenarios. However,there are still some practical challenges in technological application,security assurance,cross-border payments,legal supervision and financial stability,etc. China should constantly optimize the development paths of e-CNY in the upcoming era of digital currency. China should enhance the inclusiveness of e-CNY and expand the coverage of the pilot scenarios of e-CNY by innovation and upgradation of technological application,maintain the security of issuance and circulation of e-CNY by optimization of safety system design and popularization of safety education,explore the cross-border payments of e-CNY by collaborative linkage of e-CNY and RMB internationalization,standardize the operation and management of e-CNY by a perfect legal system and regulatory framework,reduce the impact of e-CNY on financial stability by optimizing operation systems and risk prevention and control capabilities,which are the ways to further play the strategic role of e-CNY in building the new development pattern and realize all-round empowerment for high-quality development of the digital economy.
