摘要
当前我国电子政务发展面临重大的战略转型,其核心是由之前的“以政务服务为中心”转变为“以政府数据为中心”,其关键是政府数据资源管理体系建设。政府数据资源管理体系由五个部分组成,即政务与政务处理、政府数据与政府数据资源、政府数据治理、公共服务与政府数据资产、支撑环境与制度保障,具有三个典型特征,即政务处理与政府数据相分离、以数据为中心、政府数据资源建设由部门分散走向集中统一。政府数据资源管理体系建设是我国电子政务发展的必然要求,符合信息系统演进趋势,有助于加快数据要素化进程,促进国家治理能力现代化。为此,有必要构建科学合理的政府数据结构,设立强有力的大部制管理机构,构建规范有效的政府数据管理制度体系。
At present,the development of China's e-government is facing a major strategic transformation.The main aspect is the transformation from the previous"government service-centric"to"government data-centric".The key point is the construction of a government data management system.The government data management system consists of five parts:government affairs and administrative processing,government data and government data resources,government data governance,public services and government data assets,supporting environment and institutional guarantees.It can be summarized into three typical characteristics,namely,the separation of administrative processing and government data,government data-centric,from decentralization to centralization on the construction of government data resources.The construction of government data management system is an inevitable requirement for the development of e-government in China.It conforms to the evolution trend of information systems,and helps speed up the process of data elements,and also promotes the modernization of national governance capabilities.Therefore,it is necessary to build a scientific and reasonable government data structure,to establish a strong and large-ministerial management agency,and to build a standardized and effective government data management system.
