“双碳”目标下上海市“无废城市”建设的协同路径研究 被引量:5

Study on the Cooperative Path of "Zero-waste City" Construction under the Target of "Carbon Peaking and Carbon Neutrality" in Shanghai

摘要 在国家"双碳"目标背景下,上海市提出于"十四五"期末实现碳达峰。研究"无废城市"建设如何协同助力碳减排具有重要意义。文章通过总结"11+5"先行试点地区经验,深入研究上海市出台的应对气候变化各项政策,以"五大类别、四大体系、三项清单"为总体思路提出了上海市"无废城市"建设与碳减排协同推进的路径。 Under the background of the national "carbon peaking and carbon neutrality" target, Shanghai proposes to achieve carbon peaking by the end of the "14 th Five-year Plan". It is of great significance to study how the construction of "zero-waste city" synergistically contributes to carbon emission reduction. By summarizing the experience of "11+5" pilot areas, this paper makes a profound study on various policies to deal with climate change issued by Shanghai, and puts forward the path of coordinated promotion of "zero-waste city" construction and carbon emission reduction in Shanghai based on the general idea of "five categories,four systems and three lists".
