Risk assessment for ATC operation system based on PSR and unascertained measurement

摘要 空管运行系统具有复杂性的特征,传统指标构建和评估方法难以很好地进行风险评估。分析管制运行过程的特征,使用压力-状态-响应(PSR,pressure-state-response)模型确定了3类共15项风险评估指标。运用信息熵理论确定各指标权重,构建直线型未确知测度函数,计算单指标测度评估矩阵和多指标综合测度评估向量。最后运用该方法对某区域管制单位进行风险评估,按照置信度准则确定了风险等级,评估结果符合实际情况,验证了该方法的有效性和实用性。 The air traffic control(ATC)operation system is complex and therefore difficult to conduct risk assessment by traditional index construction system and methods.By analyzing the characteristics of control operation process,pressure-state-response(PSR)model is used to determine 15 risk assessment indexes for 3 categories.Information entropy theory is employed to determine the weight of each indicator,a linear unascertained measurement function is constructed to calculate a single-index measurement evaluation matrix and a multi-index comprehensive evaluation vector.Finally,a risk assessment of a certain regional regulatory unit is conducted.The risk level is determined according to the confidence criterion,and the evaluation result is in line with actual results,which verifies the effectiveness and practicability of the method.
